Questions 1. Do you consider over-development to be an issue in Uwchlan Township and, if so, what would you do to minimize it?
Answer: Yes, as a member of the Board of Supervisors, I would have the ability to vote down over-development based on the 10 year Comprehensive Plan - which should be formulated and approved by the community, plus the implementation of effective zoning.
2. Do you believe that Uwchlan Township should require open space and, if so, how would you protect it?
Answer: Yes, 27% of the Township or 1800 acres of Uwchlan Township are dedicated to open space. This open space was implemented by the prior Republican Board of Supervisors.
I would protect it through proper zoning and the 10 year Comprehensive Plan.
3. Do you believe that Uwchlan Township should protect its remaining farm land and, if so, how would you protect it?
Answer: Yes, our farmland should be protected. At this point, the only major farm in Uwchlan Township is the Milky Way Farm and it was protected by the former Republican Board of Supervisors.
Milky Way Farm has been owned and operated as a dairy farm in the Matthews Family since 1902. In 1997, the farm was placed in the Chester County Farmland Preservation program, enabling the Matthews to continue this family farm heritage.
4. If the current Agreement of Sale for Lionville Station Farm is canceled, would you facilitate a referendum for Uwchlan Township to purchase the property? If so, how do you envision the property being preserved and/or used in a way that enhances the character of Uwchlan Township and Chester County?
Answer: Lionville Station Farm sold in 2006 and it is currently owned by the Downingtown Area School District. Unfortunately, Uwchlan Township does not have the finances to purchase the property. I would be open to investigating State & Federal Agencies that would help retain Open Space in our community.
FYI: Happy Days Farm was sold in 2021 to Audubon Land Development and there were several zoning variances granted by the current Democratic Board of Supervisors for the future 1.93 million square feet of warehouses (across 3 buildings) to be built on the property (246 acres). Construction is supposed to commence in 2024.
5. What measures, if any, will you take to prioritize the general physical health and general wellbeing of the residents of Uwchlan Township and Chester Country?
I would conduct a survey of the community regarding quality of life - the things effecting our residents like traffic, storm water management, air and noise pollution,… In addition to passive and active recreational facilities.
6. What measures, if any, will you take to protect the environment and its effect on the residents of Uwchlan Township and Chester Country?
We must meet the requirements and regulations in place by the U. S. Environmental Protection Agency (EPA), Pennsylvania Department of Environmental Protection (DEP) and Chester County Conservation District. In addition, I would follow best practices for land use while implementing programs that would reduce traffic flow in residential areas and target low density construction.
7. What measures, if any, will you take to facilitate the proactive coordination of development between neighboring townships in Chester County?
As a member of the Exton Chamber of Commerce and attendee of the Government Affairs Council meetings, I feel it is imperative to collaborate with neighboring townships regarding many issues such as expansion of roadways, police services, emergency response services, procurement of services (to gain discounts based on quantities of scale), snow removal, land use planning and much more.
8. What local, state and national Conservation Programs do you support that can benefit the general well-being of the residents of Uwchlan Township and Chester County?
I would support all best practices from any conservation programs that promote land use plan conservation and that meet Federal and State requirements while following the guidelines of the Chester County Landscape Plan.
